Its services include training medical personnel and sponsoring medical research.

  • Explain the advantages and disadvantages to the United States of being a member of the World Health Organization.
  • Should the United States be concerned about health care in other countries? Explain why or why not.
  • Include details and examples to support your answer.

Write your answer on the lines in your Answer Book.

Score Level 1 Anchor Paper

This response is related to the question and shows only minimal knowledge. Although the advantage/disadvantage is vague, a general reason why the U.S. should be concerned is clearly given (when people come over hear they could bring more desises).

Score Level 1 Anchor Paper

This response is related to the question and shows only minimal knowledge. Most of the student's discussion is drawn directly from the prompt's text box ("highest possible levels" of health; medical training and research; research on diseases). However, the concluding sentence does contain a relevant fragment of a new idea (a lot of people died because of not having good health care).

Score Level 1 Anchor Paper

This response is related to the question and shows only minimal knowledge. A few skeletal ideas are given (access to the latest discoveries; United States doesn't even have all their country's health care running perfectly either).

image of student response

Score Level 2 Anchor Paper

This response shows knowledge of the advantages and disadvantages of membership in the World Health Organization. The student supplies an advantage and a disadvantage (can help organize the agency better; can be stuck with most of the funding) and then completes a key idea (disease develops in another country; unlikely to happen if it is treated right away).

Score Level 2 Anchor Paper

This response shows knowledge of the advantages and disadvantages of membership in the World Health Organization. In the discussion of the advantages/disadvantages, basic ideas are given (if an outbreak of a disease occurred in the U.S., they could help treat it; U.S. probably has to contribute money…which takes money out of the country's budget). Although the reason why the U.S. should be concerned (many people in the U.S. are immigrants) is briefly supported (if they didn't have health care where they previously lived, they could bring a disease to the U.S.), no evidence of higher order thinking skills is demonstrated.

image of student response

Score Level 3 Anchor Paper

This response shows some understanding of the possible benefits of World Health Organization membership. Several advantages and disadvantages are listed (spending needed funds; giving medical assistance; strengthen our alliances; secure their population; protect the United States) and supported (on other countries; that is needed in the United States). The use of an example in analyzing why membership is beneficial (when SARS was discovered in China; just because a disease is in anothe country doesn't mean that it can't migrate) and an evaluative conclusion (although this membership may be costly at times it is also very useful) demonstrate some evidence of higher order thinking skills.

Score Level 3 Anchor Paper

This response shows some understanding of the possible benefits of World Health Organization membership. The student provides accurate, supported concepts (availability of medical aid; coalitions; obligation placed on America to aid other members). Some evidence of higher order thinking is demonstrated in the recognition and analysis of how membership affects the United States' reputation (not only does it increase America's standing in the world, but it also is beneficial in other ways; recent outbreak of SARs; joining research teams from other affected countries; a vaccine will be found).

image of student response

Score Level 4 Anchor Paper

This response shows understanding of the issues surrounding World Health membership. Concepts are accurate and well supported. Powerful evidence of higher order thinking is interwoven throughout the response. For example, in the discussion of the advantages/disadvantages, the student weighs competing interests, noting that the "U.S. can gain information" but must also "work with many countries to get a policy passed." Extended cause-and-effect reasoning supports the idea of "global partners" and provides an insightful application (in order to keep relationship alive, there needs to be healthy nations; SARS in the Asian Region…killing people and reducing output; could endanger the U.S. relationship with the area).

image of student response

Score Level 4 Anchor Paper

This response shows understanding of the issues surrounding the benefits to World Health Organization membership. By analyzing the complexities associated with meeting humanitarian foreign policy objectives (can contribute a significant amount of resources; member of global community; AIDS research) and facing possible world criticism (ulterior motives; making money from an AIDS cure; reluctant to provide free or reduced-cost AIDS treatments; moral responsibility), the student integrates accurate, well supported concepts with powerful application.
