Accurate and supported concepts are provided in the advantages and disadvantages (the county governments are close + can work good together, there trying to help the environment; they have some different issues, might take a long time; differences of opinion). Some evidence of higher order thinking is demonstrated through analysis of why the decision-making process may be problematic among several counties with differing needs (the advantages + disadvantages cancel each other because they could do most of the stuff there doing now on there own; 1 county might be mainly agriculture while another county could be mostly cities so they'll have difference of opinion; the more people you have the more compromises). ![]() |

The student demonstrates powerful evidence of higher order thinking through the use of extensive analysis of the difficult nature of a number of counties trying to work together (if Baltimore County cleaned had cleaner air and water but nobody else in Maryland did - it would be pointless; so little air and water would be cleaned, and only to become dirty again in other counties; all the counties have different needs; one county may want to spend more money on education; working a little harder is worth the cooperation and cleaner air and water; the whole nation will be working together). ![]() |

Powerful evidence of higher order thinking is demonstrated through an insightful examination of the complex nature of regional cooperation (Baltimore might favor more industrialization, but the other regions may curb that growth because they don't support it; affluent regions may suddenly find themselves paying to bring standards in poorer counties up to par with their own, and the taxpayers in those counties probably won't like that; through cooperation, the regions can work to better improve conditions for all their citizens; no county is an island, and all are affected by the conditions/policies of their neighbors; to create overall stability and improvements, regional cooperation would be the most effective way of securing these goals). ![]() |
